This scarce 47-page report includes a detailed compilation of communications regarding the American response to the French establishment of a monarchy in Mexico while the U.S. was distracted by the Civil War. President Lincoln and Secretary of State William Seward took a neutral position to the French incursion as Seward worked to keep France and Great Britain from supporting the Confederacy. Following the war, Seward took a more aggressive stance and succeeded first in persuading Napoleon III (nephew to Napoleon Bonaparte) to withdraw the French occupation troops and later preventing Austria from replacing the French troops to support Emperor Maximilian, an Austrian. This was an important reassertion of the Monroe Doctrine.
